France / Fight against foreign interference: National Assembly approves new bill

The bill aimed at strengthening the fight against foreign interference took a decisive step on Wednesday, March 27, when the National Assembly passed the first reading.

Backed by law commission president Sacha Houllier of the Renaissance party, the text proposes a four-year experiment that would allow intelligence services to use algorithmic surveillance techniques. The initiative, which has so far been limited to counter-terrorism, has sparked heated debate among lawmakers, highlighting concerns about the potential impact on individual liberties.

The vote, which ended with a majority of 171 votes in favor and 25 against, took place with multi-party participation. If the deputies of the Republicans, National Rally, European Ecology of Les Verts, Socialist Party (PS) and LIOT (Libertés, Independents, Overseas and Territories Group) supported it, La France Insoumise (LFI) opposed the bill, and the Communist. The party abstained.

The bill’s broad application has been the subject of controversy, particularly on the left, where fears have been raised about the impact on fundamental freedoms.

Responding to the concerns raised, Sacha Houllier defended the text’s wording, saying it would act as a deterrent and limit its scope to combating interference. However, despite efforts by socialists and environmentalists to introduce more safeguards, the proposal was accepted in its current form. The text also contains provisions on the freezing of financial assets of individuals, companies or entities involved in interference activities.

The adoption of this bill is a new step in France’s efforts to protect its integrity and national interests. However, the path to full implementation is still strewn with loopholes, especially with its inevitable passage through the Senate.
