The UN agency for the Palestinians has “robust” structures, but problems persist, the report says

An analysis by the United Nations Palestinian Refugee Agency (UNRWA) found that the body has robust structures in place to ensure that principles of humanitarian neutrality are respected, even as problems persist.

The report, which may prompt some donors to review their funding freezes on the agency, also says Israel has yet to provide evidence to substantiate its claim that a significant number of UNRWA employees are members of terrorist organizations.

The UN appointed former French Foreign Minister Catherine Colonna to lead a review of UNRWA’s neutrality in February, after Israel said 12 officials from the agency had participated in Hamas-led attacks on Israel on October 7 that they had started the war in Gaza.

In a separate investigation, a United Nations watchdog is examining allegations against the 12 UNRWA employees.

Reuters has examined a copy of the final report of the investigation conducted by Colonna, whose official publication is scheduled for Monday.

The report said Israel made public allegations, based on a list of UNRWA employees provided in March, that “a significant number” of UNRWA employees were “members of terrorist organizations.”

“However, Israel has not yet provided evidence to prove this,” the report said.
